About Dexter
Dexter “Dizzy” Bland is a Delaware community advocate, businessman, and independent voice for working people. He is running for State Representative in District 3 because he believes government should serve the people directly - not party machines, insiders, or special interests.
Rooted in lived experience and community connection, Dexter brings a people-first approach to public service. He believes leadership means being present, listening to residents, and turning real neighborhood concerns into real policy action. His campaign is focused on restoring trust, improving quality of life, and making sure District 3 families are seen, heard, and fought for.
As a business owner, he has created opportunities by hiring directly from the community, keeping resources and income circulating locally.
He is also an experienced event organizer, bringing people together through community-driven events that build unity, visibility, and engagement.
A proud Wilmingtonian, Howard High School & Public Allies alum, Dexter has developed leadership skills grounded in service, collaboration, and social impact. His experience includes hands-on outreach, connecting residents to resources, and working alongside organizations focused on improving everyday conditions for families in Wilmington and beyond.
Rather than leading from a distance, Dexter’s approach has always been direct and people-centered - showing up, building relationships, and taking action where it matters most.

Steve Washington

About Steve
Teacher: Steve retired as a special education teacher in the Brandywine School District but returned to teaching as a special education and English Language Arts teacher at Glasgow High School.
Public Service: Steve is a leader in our community. He founded the HBCU Delaware Coalition Inc., which aids those attending historically black colleges and universities. He has also served as a Wilmington Housing Authority commissioner and was appointed by Governor John Carney to the Delaware Board of Parole.
Family: Steve was born and raised in Wilmington, Delaware. A dedicated husband and father of two, he is proud to raise his family in the same community where he and his family have deep roots.
